Columbia stands center wearing a liberty cap and holding laurel wreaths above two vignettes featuring portraits of Army Generals William T. Sherman, Ulysses S. Grant, and Philip Sheridan and Navy Admirals David Dixon Porter, David Farragut, and John A. Dahlgren. Each leader has a corresponding event from their wartime careers wreathed in oak leaves.
